Studied at Westminster School. Christchurch,Oxford (Bachelor of Arts with honours, 1873). Assist, private secretary, 1876, and private secretary, 1877, to Sir Henry E. G. Bulwer, Knight Giand Cross of St. Michael and St. George, Lieutenant-Governor of Natal.
Chief Clerk, Colonial Secretary’s Office, Natal, 1880. Assistant Colonial Secretary, 1881. Acting Colonial Treasurer, 1885, and Acting Colonial Secretary in same year.
Coloniai Secretary, 1887, and on several occasions Deputy - Governor of Natal and Zululand. In 1892 was granted a Dormant Commission, under which he twice administered the Governments of Natal and Zululand. A member of the Executive and Legislative Councils of the Colony from 1885.
Was President of the Natal Trade Commission in 1885. And on various occasions a delegate to the Governments of the Cape Colony and the South African Republic on customs and railway matters. Retired in 1893 on the adoption by Natal of responsible government.
Decorated, 1890, for sendees in connection with proposed Customs and Railway Union between the Orange Free State, Cape Colony, and Natal.
