Cooper graduated from Chauncy Hall School in 1885. He studied architecture under the guidance of Henry Van Brunt and engineering under Harry Keith.
Cooper began his career as a draftsman for Henry Hobson Richardson (nowadays Shepley, Rutan and Coolidge). He was a supervising architect for the construction of the Allegheny County Courthouse in Pittsburgh and later Shadyside Presbyterian Church in the same city. Also Frank established his own firm with offices in Boston and Pittsburgh. In addition, he partnered with Elmer Smith Bailey, forming the firm of Cooper & Bailey. They designed the new schools throughout New England. In 1916, that firm was reorganized as Frank Irving Cooper Corporation.
On October 16, 1890 Frank Cooper married Anna Wellington (Sawyer) Cooper. They had three sons.
