Cosby, Frank Carvill was born on April 10, 1840 in Louisville, Kentucky, United States. Son of Fortunatus and Ellen (Blake) Cosby.

Education

Educated in Kentucky and Washington, to 1854. Receiving teller, United States Treasury, 1854-1857.

Career

Captain’s clerk, United States Navy, 1857-1861. Paymaster Potomac flotilla, 1861-1863. Depot paymaster S. Atlantic squadron, 1863-1864, participating in engagements on Potomac and Rappahannock rivers, off Charleston, etc.

Paymaster Baltimore and Annapolis stations, 1865-1868. Honolulu, H.I., 1868-1869, and various other stations until became fleet paymaster, European station, 1877-1881. Various duties to 1897.

Member Board Inspection and Survey of Naval Vessels, 1897-1898. President Naval Examining Board, 1897-1901. General inspector pay corps United States Navy with rank of captain, 1898-1902.

Pay director with rank of rear admiral, retired. Home: Washington, Distric.
