Solicitor Department of State, Washington, 1890-1893, United States minister to Venezuela, 1893-1894. Consul-general, at Tangier, 1897-1898. Member Vermont Senate, 1898-1900.

Chairman of Commission to propose amendments to Vermont Constitution, 1909. Member Vermont Committee of Public Safety, 1917-1919. Rewrote Consular Regulations, 1896.

Appointed umpire British-Venezuela Claims Commission and Netherlands-Venezuela Claims Commission, 1903, but unable to serve. Delegate of the United States to 5th Pan-American Conference, Santiago, Chile, 1923. Appointed United States senator to fill vacancy, 1930, term expired 1931.
