Bailey, Frank Harvey was born in June 1851 in Cranesville, Pennsylvania, United States. Son of James and Sarah Ann (Hurd) Bailey.

Education

Bachelor of Science, Scio (Ohio) College, 1873. Graduated from the United States Naval Academy, 1875.

Career

Commissioned assistant engineer, July 1, 1877. Advanced through grades to captain, July 1, 1908. Rear admiral, February 13, 1913.

Retired on account of age, June 29, 1913. Instructor in marine engineering department, Cornell Univercity, 1882-1885.
