He served a term in the South Dakota House from 1991 through 1992, 4 terms in the South Dakota Senate from 1993 through 2000, another term in the House from 2001 through 2002, another 4 terms in the Senate from 2003 through 2010 and another term in the South Dakota House of Representatives from 2011 through 2012. Frank served as the Democratic Whip for 3 terms and as the Vice-Chair of the Senate Agricultural and Natural Resources Committee in the 1993-1994 session. He was defeated in his 2012 bid for South Dakota Senate.
Despite his many years in the South Dakota Legislature, Kloucek has the distinction of having the worst legislative record in the history of the legislature, sponsoring just three successful bills out of 167 attempts.
