The goals of a this text for the course in organization and administration of public education are: to define briefly the concepts of the American federal system affording development of public education; to trace, briefly, the development of the public school system in the United States; to consider the objectives of American education as related to the organization and administration of the public school system; to discuss the pattern of school organization in the United States; to consider the activity of the federal government in public education, and especially as observed in the land-grant policies, grants-in-aid, and educational institutional development; to discuss the problem of "federal aid to education" as related to problems of the present day; to discuss the development of state control of education, and the development of public education in Utah; to study Utah state educational organization with emphasis upon the State Board of Education, chief state school officer, and the State Department of Education; to consider the relationship of the teacher to the State Department of Education with specific reference to general supervision, certification, state course of study, and vocational education programs, and much more.
