The general texts in political economy from the middle of the nineteenth century have been to a remarkable degree conventionalized. The ambition of successive writers has been to modernize Mill rather than to modernize economics. Books continue to appear, repeating with little essential change the theoretical system of the English classical school. Their innocuous references to more recent constructive criticism have little purpose but to evidence the erudition of the authors and their spirit of Christian charity. Meantime, from 1870 on, critical studies had shown not only the historical relativity but the logical fallacy of a large part of the older treatment. A body of esoteric economic doctrine developed, discussed only by the initiated, and merely hinted at in undergraduate instruction. So far as this newer thought affected the presentation of economics in the general texts and to college classes it was only in negative and superficial ways, such as substituting the novel soporific locutions of the marginal utility school for the older catch-words of cost of production Indeed, it was impossible for the individual teacher of economics to incorporate the newer ideas into his elementary courses, except in this desultory way, until they had been put into more positive, stematic, and teachable form. It seems to have been for lack of this essential development that many virile teachers have made the laudable tho vain attempt to teach the fundamental to beginners by a method misnamed inductive. This has involved a false analogy with the natural sciences, in which induction is the method of advanced research, and not of elementary instruction. Excerpt from Some Aspects of the Tariff Question, Vol. 12 The main purpose of the present volume is to consider and illustrate some questions of principle in the controversy on free trade and protection. The three chapters which constitute Part I state these questions and summarize the main conclusions. The succeeding Parts give illustrations and verifications drawn from the history of several industries, - sugar, iron and steel, and textiles. Something is thereby done, I trust, to make more precise and complete the theory of the subject, and to vivify it through illustrations from experience; and some contribution is offered also on the general economic history of the United States. The inquiries whose results are here given have extended over more than a quarter of a century, and I have utilized in this book portions of various papers published at intervals during the period. In the Quarterly Journal of Economics for April, 1889, I printed an article on "Some Aspects of the Tariff Question" which contained the germ of much that is now more fully elaborated. It gives me satisfaction to be able to say that, great as have been the changes during the past twenty-five years in the industries considered then and now, the main reasoning of this early article is not impugned. The extraordinary and in many ways unexpected industrial developments serve to confirm its conclusions rather than modify them. Later articles in the same Journal I have used in a more literal sense, by the incorporation of some passages verbatim; two articles on the iron and steel industry, published in February and August, 1900, and another on the beet-sugar industry, published in February, 1912. I have also used parts of an article in the Atlantic Monthly for March, 1908, on sugar and reciprocity. Chapter II was printed almost as it stands in the Atlantic Monthly for May, 1913. The substance of some of the later chapters was given in lectures delivered at the Lowell Institute in Boston, in 1912. Neoclassical economist who, through his teaching, the Principles., and his editorship of the Quarterly Journal of Economics, exercised a considerable influence on successive generations of American economists. International trade was his principal
theoretical interest and he devoted much of his attention to the question of tariffs. In his writings on general economic theory he stressed the continuity between classical and neoclassical theory, arguing that there was only one continuous body of ideas which had subsequently been elaborated and refined.
