Miller received his Bachelor of Arts in philosophy in 1971 from Columbia College,, and his Doctor of Philosophy from Columbia University in 1977, also in philosophy.

Career
From 1990 until 1998, Miller was a faculty member at the University of Virginia. Since 1999, he has been a senior faculty member at the National Institutes of Health"s department of bioethics, as well as a special expert at the National Institutes of Health"s Intramural Research Program.
