Barrett attended Glebe Collegiate but left high school at 17 to work on the family farm. He followed his father (also named Frederick) in the agricultural profession and prospered as a dairy farmer. Known for his folksy manner, he served on Gloucester council off and on for twenty years, finally winning the mayor"s office.
Barrett ran unsuccessfully as a Liberal in the provincial riding of Carleton East.
The former Leitrim Arena was renamed in his honour. He died from liver cancer at the family farm.
