Background
Fred Sinclair Brinkley Jr. was born on July 22, 1938, in San Antonio, Texas. His parents were Fred Brinkley and Helen Brinkley. He later attended the Graduate School of Public Administration at Drake University and received a Master of Business Administration from The University of Texas at Austin's McCombs School of Business in 1983. His academic preparation supported a career that moved from community pharmacy into public administration, pharmacy regulation, health-care management, and professional education.

Returning to Texas, Brinkley became executive director of the Texas State Board of Pharmacy in 1976 and remained in that position for more than two decades, until 1997. He then served as vice president of professional affairs for Merck-Medco Managed Care for 13 years. In addition to his executive work, he taught pharmacy and drug law at The University of Texas at Austin College of Pharmacy for approximately 30 years and served as a pharmacy regulatory consultant until retiring in 2020.
