He served in the Virginia House of Delegates and was the 29th Lieutenant Governor of the Commonwealth of Virginia. He graduated with a BA in 1940 and an LLB in 1942. During World War II, Pollard served in the United States Naval Reserve.
He is buried in Hollywood Cemetery, Richmond, Virginia. Pollard represented parts of Henrico County and Richmond in the Virginia House of Delegates from 1950 to 1966, when he was elected Lieutenant Governor.
