This book is a critical reappraisal of contemporary theories of urban planning and design and of the role of the architect-planner in an urban context. The authors, rejecting the grand utopian visions of "total planning" and "total design," propose instead a "collage city" which can accommodate a whole range of utopias in miniature.

Koetter was born on April 12, 1938 in Montana, United States.
Koetter received a Bachelor of Architecture degree from the University of Oregon in 1962. Four years later he earned his Master of Architecture degree from Cornell University.
Koetter taught at Cornell University, the University of Kentucky, Yale University and Harvard University. In 1978, he cofounded "Koetter, Kim and Associates, Inc" in Boston with Susie Kim. The firm’s practice and interests have concentrated on the related areas of architecture, urban design, and campus planning. In 1988, Koetter established the firm’s London office "Koetter, Kim and Associates Ltd", which operated from 1989 to 1995. In London, he was the principal urban design architect for Canary Wharf in East London.
In addition, Fred served as a dean of the School of Architecture at Yale University from 1993 to 1998. After his tenure as a dean, he led the post-professional Master of Architecture II program and remained on the faculty until his retirement in 2014.
