Stacey was educated at Uraidla.
Career
Stacey worked as a gold miner, farm labourer, timber miller and contractor prior to his election as Mayor of Street Peters in 1928, serving in that position until 1932. Stacey gained United Australia Party pre-selection for the federal Division of Adelaide and was elected at the 1931 election. Following his defeat at the 1943 election, Stacey moved to Evandale.
Twice married, Stacey had four children.
Kenneth, Lindsay, Marion and Marjorie.
