Resigned to go to Philippine Islands, as stenographer to William H. Taft, being made his private secretary when he was inaugurated as governor, 1901.
Accompanied Governor Taft to Rome, in 1902, in connection with friars’ lands controversy.
Went to Washington, District of Columbia, as his private secretary when he was made Secretary of War, 1904, accompanying him on his trips to Philippine Islands, 1905 and 1907. Resigned from War Department, July 10, 1908.
