Entered Civil Service, 1880. Transferred from Colonial Office to Admiralty after further competitive examination, 1883. Served at various stations under the Admiralty in Malta, Ceylon, etc.
Acted for a time as additional Police Magistrate, Ceylon. Director of Naval Stores, 1903-1906. Was for some years Chairman of the governing body of the Morley Memorial College, Waterloo Road, South-east. Director of Navy Contracts, Admiralty, since 1906.
Spouse 1890, Sarah Isabella,daughter of James Davisson of Folkestone.
