Frederick H. Evans was born in 1853 in Whitechapel, London, England, United Kingdom.
His bookshop in London, which catered to working people, became known as "the university of the city clerk" because of Evans' knowledge and stimulating conversation. After his retirement from bookselling in 1898, he devoted himself to photography and wrote articles for the leading photographic magazines of the day, such as Photogram. Evans went to work for Country Life magazine in 1906, and also organized several exhibits.
Best known for his architectural photography, his photos are considered among the finest in the genre. Without manipulating either negative or print, Evans produced mainly platinum prints and some silver. He created a few photographic portraits, the most noted being one of his friend Aubrey Beardsley.
Evans joined The Linked Ring in 1900 and was named an Honorary Fellow of RPS in 1925.
