Fowler, Frederick Hall was born on March 30, 1879 in Fort Custer, Montana, United States. Son of J. L. and Marion (Hall) Fowler.


Bachelor of Arts, Stanford, 1905.


In charge construction California section Laguna dam. Colorado River, 1905-1906. Engineer on surveys for proposed American River water supply for San Francisco, 1906-1907.

Instructor in civil engineering, Stanford, 1907-1908. In Europe and Egypt, 1908-1969. Engineer on topographic surveys, Michigan 1909.

Same on sewer construction, California, 1910. Hydro-electric engineer and district engineer United States Forest Service, San Francisco, 1910-1922. Engineering representative in California and Nevada of Federal Power Commission, 1920-1922, and consultant civil engineer, San Francisco, since 1922.

Adviser for United States Fuel Administration, California, 1917-1918. Captain and topographic officer 211th Engineers, United States Army, Camp Meade, Maryland., 1918. Has made valuations for oil corporations to amount of 75 millions.

Reported to American Petroleum Institute on power requirements of 7 western states.
