Fredrick Chien attended National Taiwan University as an undergraduate, graduating in 1956. He went on to Yale University in New Haven, Connecticut, where he earned his Master of Arts (1959) and Doctor of Philosophy (1962) in international relations.
Fredrick Chien was the Minister of Foreign Affairs of the Republic of China on Taiwan from 1990 to 1996 and president of the Control Yuan from 1999 to 2005.
