1891-1897 studied at Medical and Law Faculty, Tartu University.
1897 arrested and returned to his native village under police supervision for revol activities. 1899 emigrated to England, where he represented Latin Social-Democratic movement and edited its journals “Latviesu Stradnieks” and “Socialdemokrats”. November 1905 illegally returned to Latin and directed Party press of Latin Kray Social-Democratic Party.
1907 attended 5th Russian Social-Democratic Workers’ Party Congress and elected member, Central Committee, Russian Social-Democratic Workers’ Party. 1908 arrested and sentenced to four years at hard labor, followed by settlement for life in Siberia. 1913 fled from exile and went to America.
1917 returned to Latin December 1917 as chairman, Executive Committee, Soviet of Workers, Soldiers and Landless Deputy, headed first Soviet Latin government. From March 1918 in Moscow.
Presidium member and deputy chairman, All-Russian Central Executive Committee. Commissar for Latin Affairs and Russian Soviet Federative Socialist Republic Deputy People's Commissar of Nationalities. From March 1919 for a while Commissar of Agric in new Soviet Latin government.
Wrote articles and books on Marxist philosophy, international workers’ movement and agrarian relations in Latin
