Just before his death, Emperor Gemmei appointed him Minister of Home Affairs in 721 and entrusted him with the task of assisting his heir in the administration of the country. After Emperor Shomu ascended the throne, he was appointed governor of Tokaido and Tosando. Was posthumously accorded the title of Dajo Daijin (Prime Minister).
