Fukuko Sayo was born on March 5, 1909 in Fuluoka, Japan. Her real name was Tomigo Fumiko.
Fukuko Sayo entered Takarazuka School of Music (1929) and later established her fame as an actress impersonating male roles.
Fukuko Sayo went to America (1939) with Takarazuka Girls' Operetta Troupe. In her prime, co-starred with Yukiko Todoroki. She left the Operetta Troupe to marry Shizuo Togo (1941).
During the war, played leading part in Mokuran Jugun (Mokuran Goes To War) that met with public approval.
Later, established the Second Dramatic Company and the Sayo Dramatic Group. Entered the field of neodramas, as a member of Mingei (People's Art Theater) (1950).
