Background
Fukuo Kishibe was born in Tottori Prefecture. Original family name: Sato. He was adopted by one Tsuneshiro Kishibe.

After graduating from Hyogo Normal School was appointed teacher at Tokyo Normal School, where he soon came to be recognized as an entertaining storyteller for children. Later founded the Kishibe KinderKarten (1927).
Politics
Fukuo Kishibe was elected to Tokyo City Assembly (1929).
