Fumihiko Takagari was born in 1920 in Tokyo, Japan.
Graduated from a primary school.
Entered Asakusa Post Office and became member of Central Executive Committee of Zentei (1947). Organized Zentei Renovation League opposing the extreme leftist tendency prevailing in the union (1949) and, on its breakup, newly organized the Zentei Jukumi (National Telecommunication Workers Union), becoming its secretary-general (1952). He was elected consecutively as secretary-general and became its central figure.
