Tashiro Fumihisa was born in 1900 in Fukuoka, Japan.
Tashiro was active in social affairs while still a student, he joined the Communist Party in 1929 and engaged in underground activities. He became a candidate of the Cenb·al Committee, but was arrested the following year. Since then,Tashiro was arrested and imprisoned with his wife Retsu Kodomari several times.
He entered Manchuria during the war, became director of an organ devoted to political aspects of the agricultural industry. After the war Tashiro became chairman of the Provincial Communist Committee in Fukuoka, then chief of the committee for entire Kyushu. He also was elected once to the House of Representatives.
