Career
Fumio Kimura served as teacher and principal of elementary schools. He became representative director of Aomori Prefectural Senpaku (Shipping) Company and Aomori Prefectural Hardware Manufacturing Company, president of Koei Industrial Company (1946) and senior managing director of Naigai Commercial Company (1946).
Politics
Fumio Kimura elected to Aomori Prefectural Assembly (1947) and then to House of Representatives twice (1952 and 1953).
