His family profession having been ophthalmology, he studied Dutch medicine and visited Nagasaki. He went to England clandestinely (1865) and returned to his clan (1868).
Fumio Nomura was not punished for his foreign travel. After the Meiji Restoration (1868), he served in the Home Affairs Department. Resigning from government office, he started the Marwmaru Ghimbun, Japan's first humor magazine (1877) and then entered political circles.
