Background
Fujiwara no Fuyutsugu was born in 775 into the so-called Hokke branch of the Fujiwara family at a time when the family had declined from its earlier position of power.

Fujiwara no Fuyutsugu was born in 775 into the so-called Hokke branch of the Fujiwara family at a time when the family had declined from its earlier position of power.
He enjoyed the trust of Emperor Saga, and when the emperor in 810 set up the Kurododokoro, an office directly under the supervision of the ruler that was designed to handle confidential documents and other important matters of state, Fuyutsugu, along with Kose no Notari, was appointed to head it. Following this, he continued to advance in position until in 825.
During the reign of Emperor Junna (reigned 823-833), he was appointed to the post of sadaijin, the most important in the government.
In addition to his state activities, Fuyutsugu founded the Kangaku-in, a private academy for the education of the sons of the Fujiwara family, set up facilities for medical treatment, and took other steps to provide for the wel-fare of the Fujiwaras. His descendants in time became the most important branch of the Fujiwara family at court.
