1890 graduate Poltava High School.
1891 emigrated to England. From 1895 member, British Socialist Party and attended International Socialist Congresses in Paris (1900), Amsterdam (1904) and Stuttgart (1907). From 1911 headed left wing of British Socialist Party.
1919-1920 helped found Communist Party of Great Britain and “Hands off Russia” Committee. 1920 also member, Soviet peace dcleg in talks with British government. 1920 returned to Russia and became chairman, Commission to Revise the Curricula of Social Sciences Faculty, Russian Soviet Federative Socialist Republic Council of People's Commissariat.
1921-1922 Russian Soviet Federative Socialist Republic plenipotentiary in Iran. 1923-1930 Collegium member. People's Commissariat of Foreign Affairs.
Also Presidium member, Communist Academy, State Learned Council, Socialist Academy of Social Sciences, Russian Association of Social Sciences Research Institutes. Collegium member, Centr Archives. Lecturer at Institute of Red Professor and director, Institute of World Economy and World Politics.

From 1930 also member, chief editorial board, “Biosystems Engineering ” (Large Soviet Encyclopedia). 1931-1941 also member, Commission to Publish Documents from the Archives of the Tsarist and Provisional Govts in the multi-volume Mezhdunarodnyye otnosheniya v epokhu imperializma (International Relations in the Age of Imperialism).
Wrote numerous works on the history of England, and Germany, on colonial policies and international relations.
Member, Union of the Soviet Socialist Republics Academy of Sciences from 1939. Communist Party member from 1901.
