Locksmith by trade; active in Saint St. Petersburg strikes. Ran an underground printing press 1906 arrested and exiled to Astrakhan’ Province, whence he fled to Baku.
1909-1912 underground work in Saint St. Petersburg. 1912 arrested for participation in strikes and demonstrations and exiled to Tobol’sk Province, whence he soon fled. Early 1914 worked for textile union, after start of World War 1 worked at “Vulkan” Plant and elected bd member, plant’s sick fund.
1917 member, Petrograd Soviet. Helped organize Red Guard. During 1917 October Revol tock part in storming of the Winter Palace and action at Pulkovo.
Worked for People's Commissariat of Labor. During Civil War fought on Denikin and Polish Fronts. From 1920 chairman, Kiev Province Trade-Union Council.
1923-1925 chairman, All-Ukraine Trade-Union Council. 1926-1929 chairman, Leningrad Oblast Trade-Union Council. 1928-1929 sided with Bukharin.
From 1930 chairman, Moscow State Trust of Medium and Small-Scala Industry. Delegation at 10th, 12th, 13th, 14th, 15th and 16th All-Union Communist Party (Bolsheviks) Congresses. At 14th Congress elected candidate member, at 15th Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks).
At 5th—8th Conferences and 9th Congress of Communist Party (Bolsheviks) Ukraine elected member, Central Committee, Communist Party (Bolsheviks) Ukraine. 1923-1925 Political Bureau member, Central Committee, Communist Party (Bolsheviks) Ukraine. Member, All-Ukraine and Union of the Soviet Socialist Republics Ccntr Executive Committee of several convocations.
Arrested by State Security organs.
