In 1644, he managed the building of the city-fortress Olshansk on the Tikhaya Sosna River (now the village of Verkhny Olshan, Ostrogozhsky District). He served as a voivode in the town of Volny (now the village of Volny, Sumy region, Ukraine), brought up a fortress on Kamennoye fortress (now Kamenka village, Kharkov region, Ukraine). In 1652, under the leadership of Arsenyev, the city of Ostrogozhsk was built. He adopted and placed in the Ostrogozhsk Ukrainian settlers, who moved to Russia in 1652 under the leadership of Ivan Nikolaevich Dzinkovsky. In 1653-1655 the Voronezh voivode managed the repair of fortifications in the vicinity of the city. Participated in the Russo-Polish war, served as commander in the city of Minsk.
