Early 1917 elected to Kiev Executive Committee of Higher Education Establishments. 1919 volunteered for Red Army and did political work in 12th and 1st Cavalry Armies. 1920 political work in railroad transport.
Then with All-Russian Extraordinary Commission Against Counterrevolution, Sabotage and Speculation, where he was head, Information Department. 1926 appointed head, Joint State Political Administration Economy Board. Directed terrorist campaign in industry, agric and financial system.
Also made use of tech knowledge of sentenced specialists for major industry construction projects. 1929 also appointed Presidium member, Supreme Economic Council. From 1930 head, OGUP Special Department.
1931 Deputy People's Commissar of Workers and Peasants’ Inspection. 1932 deputy chairman, OBPU. 1934 Union of the Soviet Socialist Republics Deputy People's Commissar of Internal Affairs.
Also chairman, “Dynamo” Sports Social. Member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee. At 17th Party Congress elected member, Soviet Control Commission, Union of the Soviet Socialist Republics Council of People's Commissar.
