After an early education in private schools Mr. Chao attended St. John’s University in 1899 and graduated with an A. B. degree in 1900. Between 1906 and 1907 he was English Secretary to the Taotai of Fungyang, Anhwei Province.
In August 1907 Mr. Chao arrived in America for a higher education as a government student and studied Political Science at Cornell University. From 1908 to 1911 he studied at the University of Wisconsin, receiving his B. A. degree in 1910 and his A. M. in 1911.
Mr. Chao returned to China in April 1911 and was engaged as a teacher at the Fu Tan College, Changsha. From 1912 to 1913 he taught at the National Institute of Shanghai.
In the winter of 1913 Mr. Chao was appointed Vice-President of the Tsinghua College, Peking. In that capacity he re-visited America. From October 1915 to April 1916 he was acting-director of the Chinese Educational Mission at Washington, D. C.
Many times he acted as president of Tsinghua College: Aug-Nov in 1913; Aug-Dec in 1914; March-April in 1915; Aug-Dec in 1916; Aug-Dec in1917; Jan-July in 1918; March-June in 1919.
Mr. Chao was chief editor of Who’s Who of American Returned Students, published by the Tsing Hjua College in 1917. In November 1920 he was appointed director of the Chinese Educational Mission at Washington D. C. to succeed Dr. Philip Sze, who had returned to China on account of other appointments. In January 1922 Mr. Chao was re-called to Peking and became vice-president of the Tsing Hua college again.
