He graduated from Political Science Department of Tokyo University in 1911.
Gaku Matsumoto served successively as police superintendent of Akita and Shizuoka prefectures, director of Kagoshima Prefectural Government, professor of Keisatsu Koshujo (Police Training Institute), administrative official and secretary of Home Ministry, director of Jinjakyoku (Shrine Bureau) of Home Ministry, Governor of Shizuoka, Kagoshima and Fukuoka prefectures, and director of Shakai-kyoku (Social Affairs Bureau) and Keiho-kyoku (Police Bureau) of Home Ministry. Retired from government service in 1934 and the same year became Imperial nominee to House of Peers.
As Japanese representative attended International Road Conference and International Navigation Conference and then made inspection tours of Europe and America. Held additional posts of director of Nihon Seinen-kan (Nihon Young Men's Hall), director of Seiyoken Restaurant and chief director of Police University, Kanjo-kai (Society for Advice and Help) and Bunka Koryu Kurabu (Cultural Interchange Club).
Books include Keizai Oyobi Shakai Mondai (Economy and Social Problems), Eisei Gydseihd (The Public Health Administration Law) and Bunka-to Seiji (Culture and Politics).
