Ostrower graduated from Alfred University with a Bachelor of Arts in 1961. Then he obtained from the University of Rochester his Master of Arts in 1962 and a Doctor of Arts in 1970.
Ostrower began his career at Vassar College, Poughkeepsie, New York, as an instructor in 1967-1968. Later he worked at Alfred University, Alfred, New York, as a professor of history since 1969.
Besides, Ostrower was a visiting lecturer at the University of Pennsylvania from 1979 to 1980.

Ostrower was a member of village board of trustees at Village of Alfred since 1981. He was also a member of the Society for the Study of Internationalism (president, 1988-1994), Organization of American Historians, Society for Historians of American Foreign Relations.
He married Judith E. Samber on January 1, 1979. The couple has 2 children: Sarah, Peter.
