He succeeded the term-limited Democratic Senator Joel Chaisson. Smith graduated in 1991 from Destrehan High School in Destrehan in Saint Charles Parish. In 1994, he earned a Bachelor of Business Administration degree from Louisiana State University in Baton Rouge.
He earned his Juris Doctor from Loyola University New Orleans College of Law in 1998 and an Master of Laws from Tulane Law School in 1999.
Smith interned for Senator John Breaux and Congressman Billy Tauzin. Smith was elected to the Louisiana House of Representatives in 2000, and to the Louisiana State Senate in 2012.
