Moore received a Bachelor of Science degree at Rutgers University in 1933. He continued his education at Rutgers with a Master of Science degree in 1937. Moore became a Doctor of Philosophy, after graduating from Harvard University in 1947.
Moore joined the National Bureau of Economic Research in 1939. He stayed with the bureau until 1969, having risen to the level of vice president of research.
Moore came to the Bureau of Labor Statistics from the National Bureau of Economic Research, where he had been the Vice President for Research. Throughout his term, Moore worked closely with Arthur Burns and Julius Shiskin.
He also wrote The Cyclical Behavior of Prices, Improving the Presentation of Employment and Unemployment Statistics, International Economic Indicators: A Source-book, Leading Indicators for the 1990s, and Using Economic Indicators to Reduce Risk in Stock Market In-vestments, which he co-wrote in 1992.
Moore taught at New York University as well as Rutgers, Columbia University and the Colorado School of Mines and was a senior research fellow at the Hoover Institution at Stanford.

Moore married Ella C. Goldschmid on July 12, 1938. After her death, he married again. This time to Melita H. Riley on September 28, 1975. He had four children: Stephen, Peter, Kathleen, and Pamela.
