He was educated in public schools of Philadelphia, he completed a course of architectural' study at the University of Pennsylvania in 1903, afterward continued his professional training in Paris at the Ecoie des Beaux Arts, and in 1907 was awarded his diploma.
In Philadelphia Mr. Bickley became a member of the firm of DeArmand, Ashmead & Bickley, and continued in practice for a number of years, associated with his partners in designing the Franklin Trust Company Building in 1917, the Osteopathic Hospital and other important works in the city.
During one period he served as Professor of Design at the University of Pennsylvania's School of Fine Arts.
