Studied at Grammar School, Queen, N.B. Graduated at University of New Brunswick, 1878. Doctor of Laws.
Principal of Sunbury Grammar School, 1878-1882. Came to Winnipeg, 1882, and to Qu’appelle, 1883. Engaged there in general business, which was disposed of in 1898, to accept position as Territorial Commissioner in Yukon Territory.
Candidate for Territorial Assembly, for Electoral District of South Qu’appelle, 1891, but defeated. Elected 1894, 1896, 1898, and 1902. Territorial Secretary and Minister of Agriculture, 1899-1903.
Commissioner of Public Works, 1903-1905. 1st Lieutenant-Governor of the Province of Alberta since 1905.
Spouse 1885, Annie Blanche, 2nddaughter of R. T. Babbit, Registrar of Queen’s Co., N.B.
