Studied at Private schools. Was an East India merchant, but retired many years ago and became exclusively engaged in varied forms oi public service. Several years Chairman Leeds Poor Law Board, and founder of the Yorkshire Annual Poor Law Conferences.
For 21 years, up to extinction of School Boards, was leader and Chairman Leeds School Board and Vice-President School Board Association of England and Wales. Was pioneer of Higher Grade Board School system. Royal Commissioner on Secondary Education in England and Wales, 1893-1895.
Education Commissioner to Canada and United States, 1903.
Member of West Riding Education Committee. Member Court and Council University of Leeds. Formerly member National Liberal Federation Executive.
President North Leeds Liberal Association. Justice of the Peace; director of F. Spite and Company, Ltd.
