He was educated in the Boston Public Schools, and graduated from the Emerson Institute in Washington, District of Columbia.
Damm was a World War I veteran serving in the 111th Field Artillery, 29th Division. 1926 - Moved to Virginia while working as Assistant Superintendent for the construction of the Lincoln Memorial Bridge. Afterwards, Chief Deputy to Commissioner of the Revenue, Arlington.
1944, Damm obtained his law degree from National University Law School.
Damm practiced law in Arlington, Virginia and in 1945 he ran for the open Arlington House of Delegates seat and was elected. He served alongside J. Maynard Magruder for four terms.
He was also Vice-chairman of Arlington Red Cross.
Damm was very involved in civic organizations. He was a member of the Masons, the American Legion, Kiwanis Club, the Arlington County Democratic Club, Social Hygiene Society of Arlington.
