Edgar is the son of Doctor William Macreadie Edgar and Doctor Freda Elizabeth Edgar.

He studied Philosophy at Trinity College, Cambridge and then completed a Master of Arts in Environment, Policy and Society at the Open University.
Edgar joined the United Kingdom Foreign and Commonwealth Office (Foreign and Commonwealth Office) in 1981 and was posted to the British Embassy in Moscow. He has served as British Ambassador to Cambodia, Ambassador to Macedonia, Consul General in Street St. Petersburg. And interim Ambassador to the Holy Secretary
He played a key role in Protocol Directorate in the Foreign and Commonwealth Office in relation to arrangements for the 2012 London Olympics.
Edgar was appointed as the British Ambassador to Uzbekistan in August 2012. In April 2015 the Foreign and Commonwealth Office announced that he would be replaced in autumn 2015 and would transfer to another Diplomatic Service appointment.
He was appointed to be the European Union"s ambassador to Cambodia, and took up the post on 1 December 2015.
