The young man, having chosen architecture for a career, began study at Washington University.
In 1892 Mr. Mills moved to Toledo where he started practice jointly with George V. Rhines, and after twenty years in that association took Lawrence Bellman and Charles E. Nordhoff into partnership under the firm name. Acquiring a large and successful practice, wide in scope, Mr. Mills and his associates designed numerous buildings, commercial and public in many cities in Ohio. As architects for the Ohio Bell Telephone Company, the firm designed the company's main office and branch buildings in Toledo and other cities, and for the Willy-Overland Company factories in Toledo and Elyria. Among the public and commercial buildings in Toledo for which Mills, Rhines, Bellman & Nordhoff prepared plans should be named the Commodore Perry, the Secor, and Park Hotel buildings; Robinwood Hospital; Yondota Masonic Temple; Auditorium of the Scottish Rite Temple; St. Mark's Episcopal Church and Parish House; First Baptist Church, and Second Church of Christ Scientist; St. Catherine’s School; the Tower Apartments; Keith’s Theatre; Science Building at the University of Toledo; additions to the City Library; Athletic Club and the Toledo Country Club; First National Bank Building; Ohio Bank Building, and the Eldridge Building, elsewhere the Masonic Temple at Lima, Ohio, State Reformatory at Maryville, and College of Agriculture, Ohio State University at Columbus, and various other buildings.
A leading architect in Toledo for many years, Mr. Mills was admitted to the A. I. A. in 1900, became a charter member of the Toledo Chapter in 1914, and in the following year was raised to Institute Fellowship.
Mr. Mills began work as a draftsman for the late George Ingham Barnett.
