He was educated by private tutors.
He worked as special correspondent for New York Herald in Cuban Revolution, was present in 80 engagements, wounded at La Portela. In Havana night when “Maine” was blown up, entrusted with official dispatches for Washington.
Correspondent for New York World during Spanish American war at bombardment of San Juan, P. R. engagement of Las Guasimas, San Juan Hill and naval battle with Cervera's fleet. Mr. Rea made trip through Porto Rico during war in secret service for U. S. Government receiving thanks of War and Navy departments.
He was the delegate of Philippine Government to Washington as sugar tariff expert in 1906. Also he was technical secretary to Chinese National Railway Corporation. In 1912-13 Commissioned with power-of attorney to finance Dr. Sun’s national railway scheme, initiating the Shasi-Singyfu railway contract with Pauling and Company of London.
In 1914 he worked as technical secretary to Ministry of Communications, entrusted with mission to organize an International Finance and Construction Company to build national system of Chinese Railways.
Also mr. Rae was unofficial delegate of Chinese government to Washington to oppose Japanese Demands in 1915.
He entered American army in 1917 as Captain in Military Intelligence Division, serving at general headquarters at Chaumont, and later as assistant military attache in Madrid.
He was invited by Premier Romanones to organize national construction company to build state railway system of Spain, but accepted post as technical secretary to Chinese Industrial Commission under Minister Yeh Kung-cho at Paris Conference, to draw up railway plan for cooperation with consortium; resumed management of Far Eastern Review, at Shanghai, 1920.
