He received an education in the city schools of Toledo. In preparation for architectural practice Mr. Rhines acquired a basic training in Engineering, later completed an architectural course at Columbia University, New York.
Returning to Toledo he obtained a position as draftsman with the late George D. Mills, and after a few years of training was taken into partnership. He continued in association with Mr. Mills until 1912 when the new firm was organized, in which he became an equal partner.
In the following years Mr. Rhines' share of the firm's work was mainly structural engineering in the following named buildings: Commodore Perry Hotel, Ohio Bank Building, all of the Automotive Plants for the Willys (Overland Company, Office buildings and commercial structures large and small, in Toledo and other cities.
