Went to Oregon, 1876. Member Oregon House of Representatives, 1880. District attorney, 3d Judicial District, 1884-1886.

Attorney general, 1891-1895. District attorney, 4th Judicial District, 1900-1904. Elected governor for terms, 1903-1907, 1907-1911.

Resigned, 1909, on election as United States senator, for term 1909-1915. Reëlected for term 1915-1921. Member United States Shipping Board, 1921-1923, resigned.
