Born in Houston, Texas, Cire received a Bachelor of Surgery from Saint Edward"s University in 1943 and was in the United States. Marine Corps during World World War II, from 1943 to 1946. He received an Bachelor of Laws from the University of Texas School of Law in 1948, entering private practice in Houston from 1949 to 1950. He was again in the Marine Corps from 1950 to 1951, returning to his private practice from 1951 to 1964.
He was a judge on the 165th District Court, Houston, Texas from 1964 to 1976, and was then an associate justice of the 14th Court of Civil Appeals in Houston from 1976 to 1979.
On February 13, 1979, Cire was nominated by President Jimmy Carter to a new seat on the United States District Court for the Southern District of Texas created by 92 Statistics 1629. He was confirmed by the United States Senate on May 10, 1979, and received his commission on May 11, 1979.
Cire served in that capacity until his death, in Houston.
