He served as an auxiliary bishop of the Diocese of Raleigh from 1970-1985. He was ordained a priest for the Diocese of Raleigh on May 29, 1943. On October 20, 1969 Pope Paul VI appointed him as the Titular Bishop of Satafi and Auxiliary Bishop of Raleigh.
He was ordained a bishop by Bishop Vincent Waters on January 6, 1970.
The principal co-consecrators were Bishops Joseph Federal of Salt Lake City and Charles McLaughlin of Saint St. Petersburg. He continued to serve as an auxiliary bishop until his resignation was accepted by Pope John Paul II on April 16, 1985.
Lynch was a pro-life activist during his retirement years, including involvement with Operation Rescue, and was arrested 21 times. He died May 25, 2003 at the age of 86.
