Organized National Reclamation Association, 1899, became executive chairman campaign for inauguration of a national irrigation policy, accomplished by passage of National Reclamation Acting, approved June 17, 1902. The following year organized 1st Water Users Association under that act, in Salt River Valley, Arizona, thereby securing construction of the Roosevelt Dam by United States Reclamation Service.
Inaugurated, 1903, and for 14 years thereafter conducted campaign for adoption of national policy for river regulation and flood control embodied in the Newlands river regulation amendment to the River and Harbor Bill passed August 3, 1917. Executive director Pittsburgh Flood Commission, 1908-1911, Louisiana Reclamation Association, 1912-1913.
