Excerpt from Primitive Folk-Moots: Or Open-Air Assemblies in Britain And if with these fragments of antiquity, I have endeavoured to build a fabric which, as I submit, gives us an important picture of primitive times; if my argument throughout is that these open-air assemblies are survivals of primitive open-air assemblies, I am dependent for proofs of this argument upon the evidence given by the collected examples as they stand in English history or tradition at this present day, instead of the more strictly scientific data afforded by an archaeological arrangement of the primitive features only of each example. If, therefore, my conclusions be not so scientifically arranged as they might be, let me plead my adherence, to the necessity of placing on record, very clearly, the facts by which the subject may hereafter be more fully worked up, and which, more than anything else, are essential to a first study. And if the use to which I have ventured to put these fragments of olden times be not acceptable to the purely antiquarian scholar, let him remember that the fragments themselves are quite visible to him, and are uninjured. Thus, therefore, I trust that the student of primitive culture and the antiquary may both be able to see some merit in my work as a useful contribution of materials rightly and scientifically placed for future use. There is a vague sort of idea that local government is a good thing for Parliament to occupy itself with, but there is no serious attempt to consider it as a subject which is governed by principles and not by fancy, which should not therefore be left to the sudden energy of Parliaments desiring to be busy with something new. I cannot, and do not, pretend that my effort is anything more than an effort in the right direction. If it turns out to be that, if it should prove to be useful in directing attention to the subject, and bringing about a general desire to ascertain and formulate the principles of local government, sufficient success will have attended it. In the limits of a term it has not been possible to discuss all the stages of my arguments so as to show the evidence upon which they are founded ;and accordingly it will appear as if the method adopted to set the matter before my hearers were purely and simply the a priori method of the analytical jurists. The story tells us that he lived in the marsh of the I sle of Ely, and that he became a brewers man at Lyn, and traded toW isbeach. This little piece of geographical evidence enables us to fix the story as belonging to the great Fen District, which occupied the north of Cambridgeshire and Norfolk. The antiquary Thomas Hearne has gone so far as to identify the hero uf tradition with a doughty knight of the Crusaders. Writing in theS tuartrly Rtuieiv (vol, xxi. p. loa). Sir Francis Palgrave says :M r. Thomas Hickathrift, afterwards Sir Thomas Hickathrift. Knight, is praised by Mr. Thomas Hearne as a fimious champion. The honest antiquary has identified this wellknown knight with the fiir less celebrated Sir Frederick de Tylney, Baron ofT ylney inN orfolk, the ancestor of the Tylney fimiily who was killed at A eon, inS yria, in the reign of Richard Cceur de Lion. It is a collection of charms and dreams supposed to have been communicated by a personage bearing the name of Mother Bunch, a name unhistorical and, so far as I have been able to ascertain, unknown to any other department of literature. The edition here printed is made up of two distinct parts. The first part is the oldest, and at one time the only portion extt. This is reprinted from the copy in the Pepsyian Library at Cambridge, dated 1685.
